A research desk study on the role of municipalities in monitoring and reporting for Baltic Sea Action Plan and The Water Framework Directive. This short study was performed as a brief investigation of the municipal view regarding the organization of reporting to the WFD and BSAP, their role in the monitoring of data that could be used for the reporting, and their view on the completeness of the monitoring in their municipality.
