Developing a capacity development framework for the water sector
To achieve progress and improvements in water governance, it is essential to strengthen capacity-building processes that include all key stakeholders and consider all institutional and organizational performance determinants.
This session will present a framework for capacity development for the water sector, understood as processes through which institutions and individuals obtain, strengthen and sustain learning and capabilities to set and achieve development objectives over time. The introductory presentation will set the scene through sharing of examples where the framework has been applied, to enhance capacity of water institutions, such as regulators, ministries, and service providers.
The session will also showcase global experiences in various development organisations and institutes implementing capacity development processes to improve water governance capacity.
Some experiences focus on the individual, others focus on the organizational level, and others want to look at the broader institutional context to launch policy reforms.
